The Final EIR has been completed and is available for review. This includes responses to all comments received on the Draft EIR and minor changes/clarifications to the Draft EIR.
The Recirculated Draft EIR comment period is 45 days as required by CEQA Guidelines Section 15105. Comments may be submitted, in writing, by 5:30 PM on Monday Mar 20, 2017
Draft DSP EIR Released February 3rd, 2016
In accordance with the California Environmental Quality Act (CEQA), a draft Program Environmental Impact Report (Draft EIR) was prepared to analyze the potential environmental impacts of the proposed Downtown Community Plan (formerly the Downtown Specific Plan). The City issued a Notice of Preparation (NOP) on September 19, 2013, requesting comments on the scope of analysis for the EIR. The City also held a public Scoping Hearing on October 3, 2013. On February 3, 2016, the Draft EIR was released for an extended 90-day public review period, ending on May 3, 2016.
The Program EIR describes the existing environmental conditions and regulatory setting of the Downtown, analyzes potential environmental impacts that could potentially result from implementation of the DCP through the horizon year of 2030, and identifies mitigation measures where feasible and necessary to avoid or reduce potentially significant impacts. The Program EIR identified few significant impacts and determined that the DCP would be environmentally superior to the No Project Alternative (i.e., no adoption of the DCP) due to its benefits on historic preservation, sustainability, housing opportunities, open space, and access/mobility.
The Program EIR does not focus on any specific projects that may be implemented pursuant to the DCP. Future related discretionary projects may require more detailed environmental review pursuant to CEQA at the time that they are proposed.
