Draft Environmental Impact Report

In accordance with the California Environmental Quality Act (CEQA), a Draft Program Environmental Impact Report (Draft EIR) has been prepared to analyze the potential environmental effects of the Plan.  The Draft EIR analyzes potential environmental impacts associated with the proposed Plan including: Aesthetics/Shadows, Air Quality, Biology, Construction Effects, Cultural Resources, Geology/Soils, Greenhouse Gas Effects, Hazards and Hazardous Materials, Hydrology/Water Quality, Land Use and Planning, Neighborhood Effects, Noise, Population/Housing, Public Services, Transportation/Circulation, and Utilities. 

The Draft EIR comment period is an extended 90 days, which is longer than required by CEQA Guidelines Section 15105. Comments may be submitted, in writing, by 5:30 PM on May 03, 2016.  Pursuant to CEQA, comments should be focused on the adequacy of the Draft EIR.
